--Concurrent disciplinary and criminal proceedings---Permissibility---Prosecution in criminal
cases and departmental inquiries on the same allegations can proceed concurrently at both venues
without having any overriding or overlapping effect---It is the prerogative of the employer to
conduct the disciplinary proceedings despite acquittal in the criminal proceedings
